40th Anniversary Memorial Lecture

Themed: Regional Security and State Building – Portents and Prospects

We hosted a memorial lecture on February 13, 2016 to mark the 40th anniversary of demise in office of General Murtala Ramat Muhammed under the chairmanship of President Muhammadu Buhari. Highlights from the keynote speaker’s speech include: “people and property that do not contribute to the war efforts should be protected against unnecessary destruction and hardship”, laws of war are intended to mitigate the hardships of war by “safeguarding certain fundamental human rights of persons who fall into the hands of the enemy particularly…. civilians”.
